Registration Information for Guam
To register to vote in Guam you can do so online, by mail, or in person at a local election office. Polling places are open from 7:00 a.m. - 8:00 p.m. on Election Day. You must provide identification to register to vote which can be in the form of your Guam Driver’s Licence Number, your Guam ID Number, or the last four digits of your Social Security Number. To be eligible to vote in Guam you must be a U.S. citizen, a resident of Guam, and be at least 18 years old. You are not eligible to vote if you are in prison, jail, or a penal institution, or declared mentally incompetent by a court.
To vote in person you must provide any of the following documents as a form of identification: a valid U.S. passport, a copy of Naturalization Document, a copy of your U.S. Birth Certificate, a current valid photo ID, valid Tribal ID, or a valid Student ID. You can vote early in Guam at the Guam Elections Commission to cast an absentee voting. You may not vote by absentee ballot if you plan on leaving the island within 30 days prior to an election.
To qualify for the option of absentee voting in the event you are unable to vote in person at the polls are as follows: illness or physical disability, necessary travel to conduct business, service in the Armed Forces, be a Merchant Marine of the United States, or be an employee of a federal agency, employment with the territory of Guam, attending school, and if you are accompanying a spouse who meets the above requirements.
